This statement does not make sense. If you are at fault, your insurance may go up. If you file a claim (above the threshold set by your insurance) on your own insurance, your insurance may go up. How can your insurance go up if the police report says you are not at fault (and you do not file a claim with your own insurance company)?
Maybe those who work in the insurance industry can explain better.
