You put your resume up over 6 months ago. If you were still looking for a job it would probably be safe to assume that, by now, you might consider re-locating. And it certainly can't hurt to ask.
As for sending it twice -- when it comes to jobs most people would be professional enough to respond even if they weren't interested because it didn't meet their criteria. So a non-response is somewhat evidence of non-receipt.
The company was obviously at least somewhat interested in hiring you. A professional response might have yielded some additional info, perhaps even a higher-paying job that you would consider relocating for. Maybe they have offices in Dallas or a sister company in the area, or maybe even something as simple as the HR lady's sister is a recruiter in Dallas. Most jobs/opportunities come from places that you least expect them. Burning a potential bridge is never a good idea. Particularly over someting so stupid and trivial.
