Blown struts will not alter the camber. The struts do not support the car, the springs do. The struts, as any shock, dampens the action of the springs so that don't keep bouncing.

Blown struts can cause tire wear, but usually it is a chopped or cupped wear pattern. Before this is likely to happen, the struts would be so bad that you would already know it because of how bouncy the car handled.

You need to inspect the suspension for worn parts, especially the lower control arm bushings. If all is OK with the suspension, then you need some alignment readings to determine if an alignment will solve your problem of if you need a camber kit to get the alignment to come into readings that will alieviate your tire wear problem.
