Well gentleman...it seems ive wasted everyones valuable time. It appears the surging is normal!.Ford incorporates in 1999 and newer cars a govenor protection feature that prevents us from over reving our engines at a stand still. This car runs beautiful until your sitting in your drive way in park and reving the engine.I replaced the VCT solenoid and all is well. No check engine light or loss of power anymore.
