According to the hayes manual you should disconnect the fuel line. I do not. I remove the filter assembley, battery (good shelf for tools). Then I partially drain the coolant and remove the hoses to the front of the starter. (3?). This allows you to get the front bolt out with out much trouble. Either tie the hoses back or have someone hold them when you are removing the bolt. Then remove the starter carefully and install all parts in reverse order. Be a patient and all will go well. I should add that the above works well on my 96 SE Your 99 may be not be the same.
