Actually you are incorrect. CI was getting saturated with pics & videos of all sorts so to help keep track of topics better it was changed to all car pics & vids instead of just tour pics.

If you search around the date, this was around when Hetfield was made moderator and started sticking to the rules (there are several 'moved' topics from that week). The "Contours to cars" rule was changed just just after that poll. Note how Lance edited the sticky on that date.
