That is all fine.....but are they under boost at any point in time?

Yes but a blown engine will NEVER last as long as a comparably built and maintained non-blown engine. I'll give you a example. the engine in my plane is turbocharged (Rotax 914 115HP) and has a 1,000 hour TBO (means time between overhaul) the internally identical Rotax 912 80HP has a 1,500 hour or it might even be up to 1,750 now TBO. Bigger stresses mean shorter lifespan.

I'm sure much of the "decreased" TBO is due to the wear and tear on the turbocharger unit itself, not so much the engine mechanics.
