Yes a 9 (or better) is very possible with the usual mods on stock tires.
The problem most srt4 drivers have (most being young and their first fast car) is not knowing how to drive the car. I've seen so many run 15s, I feel bad for them. You gotta launch it right so it doesn't bog but so it doesn't spin much. That pedal on the right does not have to be to the floor the whole time. And the pedal on the left does have more than two positions it can be in (i.e. feathering). Just practice to get better 60's.

The inserts help but aren't near as good as the 'dog-bone' or similar mounts.
