I don't think doing 60 in 45 is reckless, but it is speeding and since when does speeding mean street racing  . I do understand your point that it is stupid for people to be flying especially in deep snow. I can't say the guy was reckless on the fact he was 15 over the limit, but it's how he was driving which make sit reckless (weaving in and out of traffic). For all we know something could have popped out in front of him the same thing could have happend if he was doing the speed limit.
