Are you certain it's not the low speed fan function that is failing to come on when it's supposed to (around 210F)?
The high speed fan function should kick in around 215F or so.
Low speed operation is via the "ENGINE COOLING FAN RELAY" K45 and the series dropping resistor.
High speed operation is via the "HIGH SPEED ENGINE COOLING FAN RELAY" K46 which, when energized, bypasses the low speed circuit and applies direct battery power to the cooling fans.
Both relays are controlled directly by the PCM and are activated under specific temperature conditions and other specific circumstances regarding the A/C system.
