Sounds like my subdivision. I have been radared three times as I drive out (yes it REALLY is that bad).
The limit in here is 50kph which is about 30mph. If I get stuck behind someone else I am risking stalling in third !!! That's like 9mph! I discovered that if I do 30mph in 5th I'm good, but 30 in 3rd means a visit from the local "neighbourhood".
There are kids here, but mostly at the ... err ... daycare lady that lets kids play on the RAILROAD TRACKS but also has a SLOWDOWN KIDS sign up (WTF!)
