Usually it's some of both.
If it looks like a water spot, it's a water spot.
If it looks like a dust speck that won't come off, it's usually abrasion (rock/stone damage).
Claying the glass is worth a try for surface contaminants and water spots.
If your local auto parts store has Mothers Chrome Polish, try that, as it's an excellent mild exterior glass cleaner and polish for 3 or 4 bucks; otherwise try some of the other recommended products.
