Water spots.
As water sits on your glass, it damages the glass leaving minerals/deposits behind. Trying to just wash it away is typically not enough - especially on older cars.
I would suggest trying:
One Grand Glass Polish
Sonus Glass & Chrome Polish
Zaino Z12 Glass Polish
