I think one thing to clarify is what level of class this is, and where it lies in the path of that department. I have far different expectations of an introductory class or especially of a class not part of the major curriculum than a more advanced class.
Also, is the professor tenured? If so, you're pretty much SOL.
Honestly, if all the professor is doing is rereading the book without expanding and clarifying the material, bring it up to the department chair and let it be know on your course assessment. This is really too minor of an issue for the dean's office.
