I was just thinking the same thing. Try to videotape or at least photograph him touching the car. You can prove he has no business doing that, since it's your car.
It might also help to document dates, times etc. of when the car is messed with at your apartment. And what you noticed when you headed out to the car.
I wouldn't break any knees YET.
