Just want to make sure that I understand everything now.
Will I pass emissions when I install the MIL eliminator?

If the inspector does not see the MIL eliminators, most probably yes.
If the inspector sees it, the car will probably fail for not having proper emissions equipment.
If you have smog testing, it may pass the numbers, if the main cat is still good (and the pre-cats are still marginal).
If all the inspector does is plug in the scanner to check for codes, and none show up, then probably pass (if the inspector does not see the MIL eliminators). Once again, note that if the "not ready code" (P1000) shows up because the PCM was reset recently, it will also not pass.

jeezz.. It looks like i'm going to have to buy a cat  can i just pick up a cat from a salvage yard and get that installed? Can't renew plates until i get my emissions done!

can try but I am not sure that is a item that can be resold from a junk yard.
best bet, contact Stazi and get some gutted pre-cats and either buy or make mil eliminators and you will be good to go

man.. i feel like an idiot cuz i keep asking what feels like the same questions...
just because the computer thinks that my car is legit, doesn't it still blow bad air because the cat really is bad? I don't understand how I can pass if it blows poorly.

Depends on which testing program is in effect in your local area. The following applies to the St. Louis and Kansas city ENHANCED inspection area. Your testing protocols may be similar or they may be different.
Because current federal standards require a fuel cap test and an OBD-II scan. No sniffer or treadmill test is performed on OBD-II equipped vehicles.
Vehicles in the BASIC testing area (more rural area outside of the metro area) get the fuel cap test and a basic idle/sniffer test.
In any event, there is a final catalytic converter that is after the precat(s) that does a pretty good job of cleaning the entire exhaust stream. The pre-cats were added to help, especially with cold engine driveaway emissions. Since they're very close to the engine, they warm up to temp much more quickly than does the main catalyst and begin cleaning the exhaust much more quickly.
The computer only monitors the performance of the pre-cats, not the main cat.

what was said above, here in CT if you have OBDII they check the gas cap and plug into the diognostic port to check for codes and that self checks have been completed. There is not sniff test unless the car has OBDI
