I was always under the impression that the brakes come first - then the wheels. That is, bigger brakes require bigger wheels for clearance not the other way around. Performance > asthetics.

obviously  What I tried to say was that people do the opposite...rims first than brakes. Or rims first and no brakes at all. The main thing is that you do upgrade your brakes.
