well that makes no sense, the self test to pull codes needs a jumper at the connectors, check that they are in good shape
I see it being one of two other things, the cel flashes upon a misfire
or your drive belt is slipping because it is getting wet, does your 95 have the upgraded for 95/aditional fender liner that closes in the crank area in the wheel well? if not when you hit a puddle it will cause the belt to slip because it gets wet, although you would loose everything and the steering would get still, the battery light as well as just about every other light on the dash would come on
