I'll gladly answer any questions you have to the best of my abilities, but I will recommend starting at videohelp.com--pretty much the best collective resource I've found for video editing.
For simple edits, I use Virtual Dub. Taking out a commercial would be as easy as marking the start of the commercial, marking the end, and pressing delete
WMV's a tough codec because Microsoft owns it, so everyone's afraid to make processors for it. The right thing to do would be to use Windows Media Encoder.
Or...create a text file whose body consists of the one line:
DirectShowSource("C:\Path folderes\movieFileName.wmv")
...and save it as yourChoice.avs
If you can play this .avs file in Windows Media Player, then you will be able to open it in VirtualDub
