Kuwait is very safe... and I don't think it's illegal since there are some cars with tint there. Like permanent party that brought their cars over. So if it was illegal, they would be breaking the law.
We still have to follow host country laws 
...and that sucks! Means no alcohol in Kuwait (it's illegal). Was told down in UAE they get 6 beers a week
