I think sabotaging the room is a good idea.
With balloons and streamers though? that sounds like more of a reward than a prank.
I wouldn't break anything or deface hotel property, but I'd still try to do some stuff that'd scare them at first, and then make them laugh knowing it was you guys.
I don't think it's overstepping any girl's-night boundaries either.
