Probably not. The increase was from 9.8:1 to 10.0:1 until the slightly smaller engine was introduced part way through the 99 model year when it went to 10.25:1. The .2 increase on the early SVT was not a big factor in increasing power. The cams and intake manifolds/throttle body were the biggest factors. They work together so in my mind it would be hard to say which of the two areas makes the biggest difference.
