Remove halogen lamps, then use hair dryer to blow in the lens assembly to dry it out.
I've done the hair dryer trick a time or two. Use it on a low setting and give it some time. I have had some water spots in there, I think it was from having it on high! It will get the moisture out, but won't fix the problem.
How is the water getting in?
You might want to get some clear RTV, pull the whole headlight and take a close look at it. There might be a crack or something you can seal up with the RTV.
