....when this is stuck open it means the oil supply to the VCT hub on the exhaust cam is on all the time.The reason for VCT is to give EGR.With a stuck solenoid you have the same effect as a stick open EGR valve.The problem is almost always caused by sludged up oilways in the VCT control valve and sol assy.A PIA & $$$$ problem to cure.Worse case you may need a new VCT exhaust cam gear/hub assy...also $$$$$.
