Nope, you cannot remove the O2 sensor. It must be there as the PCM is a closed loop system.

Why did they tell you the rear sensor is a problem?

Why not just get a soldering iron and some heat shrink tubing and fix the melted wires?

Altough I am not suggesting this, what others have done to address P0420 codes, is to build a MIL eliminator for the post-cat sensor. The cost of said elimiator is only a few bucks.

Black Carbon on the sensor is not uncommon and not necessarly a problem.
