Essentially, modifications should be measured by their effect. Exhausts should conform to a decibel limit, whether stock or modified. Cars should conform to set pollution standards under all settings.

Too many rules, too many restrictions, too little reason. It's not like they don't have enough real crime to fight.




I agree on all points. Unfortunately, it doesn't matter. In order to get a CARB number, you have to pay to have the state test your parts. Like CA will give up free income... we have enough budget problems. I don't understand why it isn't as simple as "here are the required emission numbers, meet them and your good" (obviously checking timing and the like).

And yes, as nice of a guy as a cop is, if he feels like searching your car, he WILL search your car.
