There's the rub... technically, in CA, screwing with your timing, exhaust before the cat, etc, is illegal, as it modifies the emissions. CARB laws are tight, and I, at least, aren't disputing the cam gear and the like. Although, last I heard, it's not illegal to have nitrous installed, so long as the bottle is disconnected (show and offroad use). I wouldn't even dispute the reflectorless taillights. Pulling someone over for decals seems like it's a hell of a stretch though, as does calling a colored hose kit "illegal".

The problem is equating any of these modifications with street racing; it doesn't make sense, and does nothing but promote unfair profiling. Here, in L.A., most often someone with a lowered Honda and big muffler is of Mexican or Latino descent. Is it too much of a stretch to contend that SDPD is reinforcing racial profiling? I certainly don't think so, particularly when my colored hose kit makes me a street racer.
