From my understanding, If you've god OBD2 you'll need to jack the car up on stands, plug in a OBD2 diagnostic tool, start the tires running, and calibrate. That's the extent of what I've been told:

On the speedo, pushing it back will do nothing. You would need to calibrate it while it is displaying speed (preferrably while sitting still). It is very dangerous to do this on any road, no matter if it is a side street! You can use jack stands and wheel chocks and get the front wheels up and get the car up to 25mph or so. Then attach the needle holding the speed steady. You should have a scan tool with data stream to do it right. Most OBD2 code readers allow a datastream type capability to read the VSS (Vehicle Speed Sensor) signal and report the wheel speed. Then you can remove the needle without worry about errors. You cannot just turn the key on and set the pointer on 0, it doesn't work like that.
