That's pretty much what happened to mine. It was the regulator. The part that actually failed was in the cable.
Yes, the regulator should come with the motor and cable.
You cannot tell for certain what is wrong until you pull the door panel and have a look, but I'm betting on it being a regulator problem like mine was.
