when i got my 95 mystique the cruise control didn't work either. I was lucky and had the ford service manual to run the tests. My contol unit itslef failed. I was able to verify this by swapping the unit with the one in my fathers 95 SE. It could also be some other control unit, VSS IIRC. but this would cause other problems. So the best i can say is to see if anyone will swap control units to see if that is it, then it could be to the junk yard since they are expencive, something like $275 for a new one
