Have you ever actually owned an LS1/LS2 equipped car? I have, and I can tell you 25MPG is easily attainable on the highway using stock gearing. Heck, my 452rwhp modded LS1 SS Camaro got 21-23MPG highway mileage, and that's ~525HP at the crank with 3.73 gears through a Moser 12 bolt.
Doesn't the GTO cruise around 75-80mph in 6th at 1800rpm?
I've not looked at the gear ratios but all stockers will use pretty tall gears for 5th/6th overdrive. My SS 6-spd ran about 1750RPM at 80MPH stock, it ran around 2000RPM with the 3.73 gears at 80MPH IIRC.
