I did a search and found some info but not everything I needed. 98 Mystique LX 2.5L ATX 30K

It seems that my fans only work on high speed. If I turn the car on when it is cold in the morning and turn the A/C on the high speed fan kicks on after about 5 seconds. If I am not running A/C the fans kick on once the gauge is around m. From what I read if the engine is dead cold the fan, low or high speed should not kick on at all. I am not sure if the is caused by the relay or the something with the A/C. I am not really in danger of overheating but the high speed fan makes a lot of noise and I would like the car to run correctly.

Do I need to replace a relay or something else. Where is the relay locate on the fan in the engine bay?

IIRC, when the a/c comes on, the fan comes on. When it is turned to heat, with DEF or FLR/DEF, the a/c also comes on.

Read this for fan issues.

The above link will help you a lot The m in normal is when the Low speed fan comes on. The high fan rarely comes on, and is very loud indeed. If you are comfortable with electricals, try the fan test mentioned above the schematics. I had the same concern about the fan last summer. The high fan comes on with the a/c running and a hot day above 80 and engine warmed up. I was servicing the a/c and the fans were running and then kicked up to high for a few seconds, then down to low. (If the fan motors are screeching or something, there is a bad bearing.)

So it is normal for the high speed fan to run with the a/c on even if the engine is cold? Another question is do the low speed fans run at all times? Maybe I have a noisey low speed fan as I just purchased the car in the winter. No screeching, just loud.

No, at least in my experience with a 1995 and 1998 Mystique. High speed only with a/c and hot weather. Unless you have overheating which it doesn't seem to be. The fans are loud, but not heard inside the car with windows up.

Your low speed fan should not always run. Only when the t-stat opens all the way and the water temp sensor sends the signal.
When the A/C is on, the fan always will run.
