Sand the bad areas down from lowest grit to highest until smooth. Shoot the areas with primer(2 coats). Then shoot them with the wheel paint. I'd do 2-3 coats, 24 hours apart. Once they're dry, do a few coats of cleacoat. SHIZZAAAAM, brand new wheel covers. I had to do this with the center caps on my SHO.

That sounds like it should work. Be careful to spray lightly to avoid drips. You should probably do all 4, to make sure they match.
