I think the OBD comes first. If there are codes, it fails right away. If there are no codes, then they do a tail pipe test.
That statement may be inaccurate. Apparently, the rules changed in July 2005 and a OBD II scan may be all there is. I think I may have lucked out here with mileliminators. I will know for sure in May.
