You don't if the underside of the car ever saw any salt from the roads. A new pin will pull right out, a clip holds it in place. On my 96 ,when I went to remove my Y-pipe, the clips were missing, I assume they rusted away. On the replacement y-pipe I was modifing, I had to replace one of the studs, on trying to remove the pin, using heat and penetrent, it still broke off, inside the flange. I drilled it out. IIRC a year or so after when I was replacing my oil pan gasket, I tried to remove the clip and it was frozen already.
The price I got them for in 4/03 was
F5RZ 9454 DA list $16.52 each for the stud
F5RZ 5N238 MT list $4.57 each for the clip
I heard the prices for some parts for a discontinued car were going up but...
