If you pull the crank to polish it they will 'Mic' the journals and tell you if new bearings are necessary.
Honestly, if the scratches have a depth that is less than the oil thickness during operation then you can just leave it alone. By this I mean there is a design range for oil clearance. As a rule of thumb if I need to do a budget overhaul I just determine if the grooves are say half as deep as the oil clearance design thickness and then if so then I'll just run it otherwise I'll get it turned.

Judgement call you know, Very few cranks on moderate and higher mileage engines will come out with perfect journals anyway and at times you have time or cost constraints and will just install new bearings for peace of mind.
