Fil got it covered, exactly.

The goal is to slide the hose on to one end of the vacuum tube, then slide the other piece in the other end far enough that the two parts actually touch, forming the same junction. The smaller hose is only going to make a tighter (for air) seal on to the vacuum tubes. the actual vacuum being pulled is still going to be going through the vacuum hose, not the rubber hose.

Gotcha. I didn't even think the two ends had to touch, as long as there was a piece of hose between them. But it makes sense that they do, and so I'll use the smaller hose too.
