Actually the E46 started its run in mid 1999 so his very well could be an E46. I would assume he would know which generation code 3 series that he has.

Mine is an E46 - 1999 328i sedan. The sedans switched to the E46 body in the '99 model year, the coupes for '00. I paid $12,900 for mine 18 months ago with a full service history and 99,960 miles in great shape so the deals are out there if you look just a little bit. I would assume that a similar car would be less now but I haven't looked lately.
The classifieds in Roundel are typically overpriced, search locally with autotrader.com or cars.com. With some negotiation a CPO warrantied car with 70k miles could be had for $16-17k all day. For $15k a private party sale ought to be easy, especially near West Point with NYC, Philly, Northern Jersey and Boston within a couple hours' drive and DC not much further (where BMWs are thick as flies).

I see plenty of 02s for under $15k. In fact, a buddy of mine got a modded one for under $15k and with a tune it put down 319awhp. Do 01s cost more?

I would imagine as they would have to be imported from Japan. The WRX didnt go on sale here until 2002.

Good luck finding one in decent shape for under 15k!! You'd be doing more than 15K worth of work just to get it up to driving condition!! Decent hoods go for more than 1000 now!
If he wants a BRAND NEW or almost brand new, go for a Honda Civic. Can't beat the gas mileage, the quality, or the immense amount of aftermarket available for it.
