If your 99 has the returnless fuel system, you may very likely have a plugged fuel pump module inlet screen.
Look for the FAQ for changing the fuel pump. Find the very last photo at the bottom of the page and you will see the filter screen. Take it out and throw it away. It is too small and too fine. It isn't needed. There is a conventional sock filter before the pump inside the pump module.
