To the best of my knowledge, only pre 98s came with ash trays. 98+ tours only come with the lighter and two useless cup holders. There is however a kit you can buy for around $29 at your Ford dealer that comes with new, sturdier cup holders and an ash tray that fits inside one of the cup holder recesses. Check out the FAQ page for the part number. As far as the fuel pump whining it probably is on its way out and will need to be replaced. Not 100% sure on that so maybe someone else can assist you.
