It was Clinton that signed it into law. And he used it almost 100 times in less than 2 years before the Supreme Court took it away from him. He fought to get it passed into law and he was dissapointed when it was taken away from him.

Apparently you did miss that. Clinton was a huge proponent of line-item veto, as any President would be.

The Supreme Court took it away because the Act was unconstitutional. The Constitution makes it clear that a President only has the right to sign a bill into law or return it to Congress, there is no provisio to veto only certain parts of it.

Bush doesn't need a new law passed to get the power, he needs Congress to amend the Constitution in order to get that power.
