I'd say thats about right for a quality 3L swap with a few extra goodies done by the DIY'r.
My original 3L with all the extensive valve/head work plus a 2.5" exhaust ran me around $1500 because I did so much work myself.
I think I was about $2000 into it by the time I had done headers, gauge pod with EGT, and a few other small mods.
