The PLO has been sitting on their asses bickering while Hamas has been doing grass-roots work; patroling neighborhoods to help keep some semblace of law and order, delivering medical aid and food to the needy, etc., etc. I remember reading an article 2 years back on how Hamas went from a bunch of unorganized thugs to Palestinian heros who picked up doing social services (i.e., organized thugs who are learning to play politics)...
Right or wrong, people vote for who helps them most, regardless if they are bona fida terrorists or something else.
The Israel/Palistinian mess just became very interesting again.
