Truthfully, it wasn't "bad" conditions as in: "snow or ice on the road, snowing, raining, etc...". It was damp and she hit a slippery patch, or something similar, maybe just a damp slipery part of the bridge (they tend to ice over faster).
I would've been driving faster than her on those same conditions (and did on my way to see her at the accident). The Neon's stock tires (just like Focus stock tires) suck big time and she should have put on snows for the winter, but money has been an issue for us.
I'd much rather have her take a skid control course than a defensive driving course as she is a good driver. She just lacks the ability to recover from a skid
