16 is legal if YOU aren't older than 18, and also older than 16, with PARENTAL consent (imagine having that conversation...).
if you're over 18 though, parental consent or no, under 18 is NOT legal.

actually, there aren't that many stipulations to the law. the only one is that the older person can't be in a position of authority over the younger (i.e. a parent, teacher, etc...). otherwise, there is no specific law that prohibits it.
