Based on your stated desires/requirements, I'd say call Bill Jenkins and order the SVT struts. They are cheaper than the Sachs units that BAT sells as an "OEM Replacement," and they should perform better than your original 99 SE Sport springs without incurring penalties in ride quality.
My second choice would be to call Bill and order the stock 99 SE replacements. They should be a few bucks cheaper.
I would abandon your "locally available" requirement, as I think you'll give up too much in either performance or cost, and because e-shopping is just so darn easy.
