I just bought a 1995 Contour GL 2.5L.
When the temperature gets down to 40 or below and I try to start it, the car just sits there and cranks. If I plug in the block heater for about 20min or so and try it again, it fires right up. I'm stumped. Also when It's cold it sputters and putters when I try to accelerate. It's got 183000mi on it. Any help would be appreciated. Thanks.

when was the last time you replaced you're spark plugs, wires, and/or ignition coil?

Welcome. . In addition, pour in a bottle of HEET or gas stabilizer (just in case there is too much moisture in the gas tank).

Also check condition of battery terminals and cables.

Battery test. Engine off, lights on for one minute. Voltage across terminals should 12 to 12.5. If you have an Autozone or Advance nearby, they will usually do a free battery test and tell you how much cold cranking amps your battery has and determine is it is "strong enough".

This can be caused by a bad ECT .
Also check that the secondaries are closing.

Also the check engine light is on. I took it to Advance Auto to have them check for the codes. When they hooked up the reader it would say "scanning....." and then pop up "vehicle failed to respond" They had no clue what this meant and neither do I. I check the fuses for the EEC and such but they are all good. (And yes the reader was hooked up correctly.)
Oh and ECT ?

If the scanner is set incorrectly it will say the vehicle failed to respond. Maybe it was set to the wrong OBD software or engine code? With that many miles one wonders the condition of the intake gaskets, plugs and wires, etc. and some of the sensors.

check for power at the OBD socket i had one just yeterday with "green death wiring" at the rear of the socket .

To elaborate, the folks at Advance or Autozone need to use a OBD I scanner.
