They're getting so bad, I can barely see the bulbs inside. The lenses look like a frosted bathroom window. It seems like micro scratches are the cause. Is there a way to clear them up? Should I just but new headlamps?

I had the same problem with mine a couple months back. Try taking some 1500 grit (or more coarse if you prefer...if you do use more coarse, at least finish off with 1500 so the rubbing compound can do it's thing) wet-sand paper to it and some rubbing compound. They came out crystal clear. Worked for me anyway

That works, as does toothpaste. Find the cheap white gritty stuff - I used Crest. Polish w/a wet cotton towel/t-shirt and the toothpaste. You'll be shocked at how well it works. Cheap too!
