No, it's a polishing compound. There's some grit in it to make it abrasive. To do it a tad faster, use rubbing compound a couple times, then step down to a polishing compound, and finally to a polish then wax.
I've tried this method, and it helped some. The best results I've achieved have been from sanding, then using the aforementioned procedure.
