Most professional painters will insist on providing the paint. Client-provided paint often is the cheapest thing the homeowner can buy, resulting in maybe needing two coats verses one. Also if you have textured or "popcorn" ceilings, they may have to be sprayed instead of rolled or brushed.
You'd probably be better off with either college students or a "handyman" rather than a professional outfit if you're after low cost. Remember you get what you pay for, though.
